LASCOPA RECORDS MAJOR CONSUMER PROTECTION GAINS IN SIX YEARS OF SOLEBO’S LEADERSHIP

… Secures Over ₦759 Million, $14,901.80 in Redress

… Resolves 10,720 Complaints, Strengthens Enforcement Across State

The Lagos State Consumer Protection Agency (LASCOPA) has recorded significant institutional and operational achievements in the six years since Afolabi Solebo, Esq., was appointed General Manager/Chief Executive Officer by Governor Babajide Olusola Sanwo-Olu on November 5, 2020. Under his leadership, the Agency has expanded its regulatory presence, strengthened consumer education, improved complaint resolution and intensified enforcement of consumer protection laws across Lagos State.

One of the major achievements of the administration is the establishment and strengthening of eight annex offices in Agege, Badagry, Epe, Ikorodu, Ojo, Bariga, Ikoyi-Obalende and Isolo. Equipped with operational tools, including public address systems and mobile telephone devices, the offices have brought complaint management, mediation and consumer education closer to residents. The GM/CEO is also engaging local government authorities to secure additional office accommodation ahead of 2027.

In the area of consumer education, LASCOPA has intensified public enlightenment through radio and television programmes, community engagements, stakeholder meetings and social media campaigns. These initiatives have educated residents on their fundamental consumer rights, including the rights to safety, accurate information, fair value, freedom of choice and redress. Campaigns against counterfeit and expired products, deceptive advertising and hidden charges have also encouraged consumers to demand receipts and verify product labels before making purchases.

Through its Mediation and Complaints Department, the Agency has recorded 11,120 consumer complaints across several sectors, including online marketing, automobile, education, logistics and courier services, telecommunications, aviation, road transportation, hospitality, banking, finance, insurance, housing, food and beverages, supermarkets, household appliances, medical services, oil and gas, and electricity distribution. Of these, 10,720 complaints have been resolved, while 250 remain at various stages of mediation and 150 have been referred to other relevant state government agencies.

The interventions have secured consumer billing adjustments, refunds and other forms of redress valued at ₦759,354,292.60 and $14,901.80. Residents can access the agency's complaint and mediation services through its toll-free helpline, 080 0005 2726.

During his administration, the agency has also strengthened its monitoring and enforcement activities, issuing 437 notices of non-compliance to supermarkets and retail outlets following market surveillance exercises across the 20 Local Government Areas and 37 Local Council Development Areas of Lagos State. The violations include inadequate price disclosure, misleading product labelling and failure to provide essential product information.

Enforcement actions are guided by the Lagos State Consumer Protection Law 2025 (as amended) and the Federal Competition and Consumer Protection Act 2018. The Agency's “No Price Tag, No Sales” campaign has further reinforced the importance of pricing transparency and fair-trading practices.

Strategic partnerships have equally contributed to the Agency’s growing impact. On April 21, 2026, LASCOPA signed a Memorandum of Understanding with the Federal Competition and Consumer Protection Commission (FCCPC) in Abuja. The agreement provides a framework for information sharing, joint consumer interventions and coordinated enforcement activities, strengthening collaboration between the state and federal consumer protection institutions.

The Agency has also recorded encouraging revenue performance under Solebo's leadership. Between January and September 2026, LASCOPA generated over ₦20 million for the Lagos State Government, exceeding its annual revenue target of ₦10 million by more than 100 per cent. This performance reflects improved institutional capacity and the Agency’s growing contribution to the state's revenue base.

Furthermore, LASCOPA continues to collaborate with relevant government institutions, development partners, civil society organisations and scientific laboratories to strengthen product research, verification and consumer safety.

The Agency also conducts unscheduled inspections of manufacturing facilities across the state to monitor compliance with applicable standards and consumer protection requirements.

These interventions underscore its commitment to promoting a fair, transparent and accountable marketplace while safeguarding the interests of Lagos consumers.
